The ruler of the city, Regent Vincent, hands over the reins of power to Deputy Dawg while he is away on business. But, instead of going away, he returns to Globulus in disguise. Moral corruption is rife in The City of Lost Angels where the Regent has been lax in enforcing the laws. Deputy Dawg is eager to make his mark. He arrests Leo for the crime of fornication which carries the death penalty. Leo has gotten his girlfriend, Miss Julie, pregnant.

Luke, learns of Leo’s plight from Missy Overstreet, whose whorehouse has just been shuttered by Deputy Dawg. Luke informs Leo’s sister, Bella of his arrest. Bella is ready to enter the sisterhood and is residing in a nunnery. She pleads with Deputy Dawg to spare her brother. Deputy Dawg at first refuses, but he finds himself tempted by Bella’s beauty and her innocence. He offers to pardon Leo if she will sleep with him. Bella refuses and tells her brother that he must prepare to die. When he pleads with her to meet Dawg’s demands she is outraged.

Regent Vincent reappears in the costume of a monk. He presents a plan to Bella that will save both her virtue and her brother’s life. Anna Belle Lee, who was engaged to Dawg but rejected by him, will take Bella’s place in his bed. Bella agrees and Anna gives her consent as well. The sexual encounter between Anna and Dawg takes place in darkness and silence. Deputy Dawg violates his agreement with Bella and orders Leo to be executed. Regent Vincent learns of his intention and arranges to have the head of another prisoner sent to Deputy Dawg in place of Leo’s.

In a final confrontation between Bella, Deputy Dawg, and Regent Vincent, Bella accuses Deputy Dawg of his crime, which he denies. The truth is finally exposed. Regent Vincent, who has returned to his real identity, pretends to believe Deputy Dawg instead of Bella. Regent Vincent orders Deputy Dawg to marry Anna then sentences him to death. Anna begs Bella to plead for his life, she consents, and Deputy Dawg is pardoned by Regent Vincent, who now reveals that Leo is still alive. Having ordered marriages between Leo and Miss Julie and Luke and his whore, Regent Vincent now proposes marriage to Bella, and all is well that ends well.
